AN ACT IMPLEMENTING THE RECOMMENDATIONS OF THE PROGRAM REVIEW AND INVESTIGATIONS COMMITTEE CONCERNING A PLAN FOR PUBLIC INSTITUTIONS OF HIGHER EDUCATION TO REDUCE THE STATE'S ACHIEVEMENT GAP.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2013) The Board of Regents for Higher Education and the Board of Trustees for The University of Connecticut shall require each public institution of higher education to develop and implement a collaborative plan to assist in closing the achievement gap between minority students and the general student population. Not later than January 1, 2014, said boards shall report on such plan, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to higher education, education and children.

This act shall take effect as follows and shall amend the following sections:
