House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Senator Stargel moved the following: 1 Senate Amendment (with title amendment) 2 3 Between lines 1688 and 1689 4 insert: 5 Section 21. Subsection (2) and paragraph (a) of subsection 6 (3) of section 1013.738, Florida Statutes, are amended to read: 7 1013.738 High Growth District Capital Outlay Assistance 8 Grant Program.— 9 (2) In order to qualify for a grant, a school district must 10 meet the following criteria: 11 (a) The district must have levied the full1.5 mills of12 nonvoted discretionary capital outlay millage authorized in s. 13 1011.71(2) for each of the past 4 fiscal years. 14 (b) One-thirdFifty percentof the revenue derived from the 152-millnonvoted discretionary capital outlay millage for the 16 past 4 fiscal years, when divided by the district’s growth in 17 capital outlay FTE students over this period, produces a value 18 that is less than the average weighted cost per student station 19 calculated pursuant to s. 1013.64(6)(b)1., and weighted by20statewide growth in capital outlay FTE students in elementary,21middle, and high schools for the past 4 fiscal years.22 (c) The district must have a combined unweighted FTE 23 enrollment in charter schools, the virtual instruction program, 24 the Florida Virtual School, and educational scholarship programs 25 under Part III of chapter 1002 of at least 10 percent of the 26 total student population of the district. 27 (d)(c)The district must have a cumulativeequaled or28exceeded twice the statewide average ofgrowth in capital outlay 29 FTE students over this same 4-year period. 30(d)The Commissioner of Education must have released all31funds allocated to the district from the Classrooms First32Program authorized in s. 1013.68, and these funds were fully33expended by the district as of February 1 of the current fiscal34year.35(e)The total capital outlay FTE students of the district36is greater than 15,000 students.37 (3) The funds provided in the General Appropriations Act 38 shall be allocated pursuant to the following methodology: 39 (a) For each eligible district, the Department of Education 40 shall calculate the value of one-third50 percentof the revenue 41 derived from the2-millnonvoted discretionary capital outlay 42 millage for the past 4 fiscal years divided by the increase in 43 capital outlay FTE students for the same period. 44 45 ================= T I T L E A M E N D M E N T ================ 46 And the title is amended as follows: 47 Delete line 163 48 and insert: 49 F.S.; conforming cross-references; amending s. 50 1013.738, F.S.; revising the eligibility criteria for 51 the High Growth District Capital Outlay Assistance 52 Grant Program; providing an
