Summary

Requires all elections to be conducted by mail beginning in 2020. Provides places of deposit for personal delivery of mail-in ballots and requires a limited number of voter service centers in each county to accommodate voters with special needs. Appropriates funds for the implementation and administration of the election by mail program.
