Summary
Requires applicants for category 1 (moped) licenses to designate whether the applicant elects to wear a safety helmet with a chin strap at all times when operating the moped. Requires licenses to bear the indication of the election. Waives moped registration fees for moped owners who elect to wear safety helmets securely fastened with a chin strap. Requires all operators of mopeds to wear a safety helmet securely fastened with a chin strap. Establishes penalties for not wearing a safety helmet securely fastened with a chin strap while operating a moped.
