Summary

Requires the department of business, economic development, and tourism to convene the power purchase agreement task force to recommend methods to ensure that power purchase agreements, whether bilaterally negotiated or through competitive bid, reflect the fairest possible price for ratepayers. Report to the legislature. Task force ceases to exist 06/30/2014. (SD1)
