Summary
Establishes the Early Childhood Education Program within the Early Learning System established by section 302L-2, Hawaii Revised Statutes. Effective on July 1, 2030, and upon the ratification of a constitutional amendment permitting the appropriation of public funds for private early childhood education. (SB2826 HD1)
