Establishes the Office of Facilities and Real Estate Development and the Office of School Operations and Services. Repeals the School Facilities Authority. Makes conforming amendments. Appropriates funds. Repeals the Office of Facilities and Real Estate Development and Office of School Operations and Services on 7/1/2031. Effective 7/1/3000. (HD1)
