Summary

Requires sellers of electronic smoking devices or eliquid to obtain a retail tobacco permit or dealer or wholesale license. Increases the license fee for wholesalers or dealers and the retail tobacco permit fee. Applies the cigarette and tobacco product excise tax to electronic smoking devices and e-liquid. (SB404 HD1)
