Summary
Requires the legislature to hold public hearings on proposed rules and procedures of the senate and the house of representatives regarding open meeting requirements and penalties and sanctions for the state legislature or any of its members, to hold those hearings prior to adoption of the rules and procedures, and to take a recorded vote on each action to waive a rule of procedure.
