A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  (a) The department of land and natural resources shall conduct a ten-year environmental case study of Maunalua Bay that shall consist of:

     (1)  The terrestrial impacts and major stressors that degrade the fish habitat within the bay;

     (2)  The chemical composition of the water column throughout various areas of the bay; and

     (3)  The biomass of fish populations within the bay;

between the period beginning July 1, 2019, through June 30, 2029.

     (b)  The department of land and natural resources shall consult and include community organizations, businesses, and individuals with expertise and experience in resource management within Maunalua Bay.

     (c)  As used in this section, "Maunalua Bay" means the area between Koko Head and Black Point.

     SECTION 3.  The department of land and natural resources shall submit a report on the study, including findings, recommendations, and proposed legislation, if necessary, to the legislature no later than twenty days prior to the convening of the regular session of 2029.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 to conduct the scientific study pursuant to this Act.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2019.
