A BILL FOR AN ACT

 

 

relating to technology.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that growth and diversification of the State's economy is essential for the prosperity of the State and its residents.  One part of the economy that will help drive expansion and diversification is the high technology industry.  The expansion and proliferation of this sector helps the State adapt to the ever-changing economic and technological landscape and prepare for the future.  The high technology industry also provides attractive and high-paying jobs for talented Hawaii residents and those educated in Hawaii schools, while also helping to reverse the "brain drain" experienced in this State.

The department of business, economic development, and tourism's high technology development corporation is at the forefront of the State's efforts to advance high technology with its purpose to promote the growth, development, and prosperity of the high technology industry in the State.  Also helping advance high technology is the Manoa innovation center, a program administered by the corporation that serves as an incubator for start-up technology companies.  The legislature finds that the success of the corporation and the center is essential for high technology to flourish in the State.

Furthermore, the legislature finds that some of the 7,000,000-plus annual visitors to the State are interested in working here on a part-time or permanent basis.  These prospective residents, however, may require or desire additional knowledge and assistance.  Ideally, the corporation would be able to provide this assistance and further encourage out-of-state high technology industry workers to perform their jobs in Hawaii.

The purpose of this bill is to invest in technology development in Hawaii by:

(1)  Facilitating a connection between the high technology industry and visitors to the State;

(2)  Appropriating funds to the corporation to develop a program to attract out-of-state software programmers and other high technology workers to work in Hawaii;

(3)  Appropriating funds to the currently dormant Hawaii technology loan revolving fund.

     SECTION 2.  Chapter 206M, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:

     "206M-    High technology worker incubator program.  (a)  The development corporation shall develop, in conjunction with the Manoa innovation center, an out-of-state technology incubator program that is designed to:

     (1)  Provide financial incentives to out-of-state software programmers and other high technology workers who visit the State to stay in the State for longer periods of time, or permanently relocate; and

     (2)  Assist such workers with obtaining office space and other facilities and equipment as they establish and expand their presence in the State.

     (b)  The program shall be funded with moneys from general funds, the high technology revolving funds, or other funds as appropriated by law."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        or so much thereof as may be necessary for fiscal year 2013-2014 for the funding of a high technology worker incubator program.

     The sum appropriated shall be expended by the high technology development corporation for the purposes of this Act.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        or so much thereof as may be necessary for fiscal year 2013-2014 for deposit into the Hawaii technology loan revolving fund established under section 206M-15.6.

     The sum appropriated shall be expended by the high technology development corporation for the purposes of this Act.

     SECTION 5.  New statutory material is underscored.

     SECTION 6.  This Act shall take effect upon its approval.
