A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE Forty-third REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $22,750,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2017-2018 for the purpose of capital improvement projects for the forty-third representative district, as follows:

1.   To be expended by the department of education:

     A.  Nanakuli high and intermediate school, Oahu

         Plans, design, and construction

         for performing arts building and

         theater.

                    Total funding               $ 1,750,000

2.   To be expended by the department of transportation:

     A.  Kalaeloa airport, Oahu

         Plans, design, and construction

         for utility system improvements.

                    Total funding               $10,000,000

     B.  Kalaeloa airport, Oahu

         Plans, design, and construction

         for T-hanger construction.

                    Total funding               $ 8,000,000

3.   To be expended by the Hawaii community development authority:

     A.  Kalaeloa, Oahu

         Plans, design and construction

         for the enterprise avenue

         energy corridor to midway road.

                    Total funding               $ 3,000,000

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that from the appropriations made for fiscal year 2017-2018, all moneys unencumbered as of June 30, 2020, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2017.
