A BILL FOR AN ACT

 

 

relating to grievances.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Many states and counties have established grievance procedures to avoid the expensive and debilitating lawsuits that arise when dissatisfied government employees see no other means to address their complaints.  Although the number of grievances filed rarely overwhelms state or county resources, addressing grievances consumes managerial time and a high volume of grievances generally correlates with high employee turnover rates.

     The legislature finds that collecting and analyzing data on grievance claims may identify problem areas and suggest improvements such as revised departmental policies and additional training for managers and supervisors.

     The purpose of this Act is to require the department of human resources development to submit an annual report to the legislature on the number of grievances filed by public employees.

     SECTION 2.  Chapter 78, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§78-     Grievances data; report.  The department of human resources development shall submit an annual report on public employee grievances to the legislature, no later than twenty days prior to the convening of each regular session.  The annual report shall include:

     (1)  Data on the number and type of grievance claims filed by employees in each department during the previous fiscal year; and

     (2)  The number of grievances resolved.

     The department of human resources may submit the information to the legislature as an individual report or as part of another report."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
