A BILL FOR AN ACT

 

 

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF PUBLIC SAFETY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  This Act is recommended by the governor for immediate passage in accordance with section 9 of article VII of the Constitution of the State of Hawaii.

     SECTION 2.  Act 49, section 3, Session Laws of Hawaii 2017, appropriated $3,344,801 in general funds to the department of public safety to pay for temporary non-state housing for two hundred forty-eight Halawa correctional facility inmates during capital improvement construction at the facility pursuant to department of accounting and general services job number 12-27-5644, security electronics and hardware repairs and improvements, through December 2017.  The project's timeline has been delayed due to a specialty subcontractor's inability to perform the job and the need to hire a new, qualified vendor.  It is now anticipated that the project will be completed by October 2018.  Funds will be needed to continue the temporary housing of the facility's two hundred forty-eight inmates at a non-state facility for another six months to enable the project to move forward to completion.

     The purpose of this Act is to make an emergency appropriation to provide funds for the department of public safety to cover the costs of housing two hundred forty-eight inmates at a non-state facility for an additional six months, in order for the capital improvement project described herein to move forward to completion.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2017-2018 for the temporary housing of two hundred forty-eight inmates at a non-state facility for an additional six months during completion of a capital improvement project at the Halawa Correctional Facility pursuant to department of accounting and general services job number 12-27-5644, security electronics and hardware repairs and improvements.

     The sum appropriated shall be expended by the department of public safety for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2050.
