A BILL FOR AN ACT

 

 

RELATING TO THE STATE FOUNDATION ON CULTURE AND ARTS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     During the recent economic downturn and recession, the State was forced to trim costs in order to meet the most basic needs of its residents.  Many state agencies, including the state foundation on culture and the arts, needed to make difficult decisions in scaling back operations so that each agency could contribute its share of general funds to meet the demands of a balanced budget.

     In 2010, the state foundation on culture and the arts lost more than one third of their staff, a total of eleven positions, as well as all general fund appropriations for salary support.  This year, the state foundation on culture and the arts also stands to lose an additional eight per cent in federal funds, bringing the decrease in their federal funding to $100,000 in two years.

     The legislature finds that the state foundation on culture and the arts is an important state resource that provides numerous projects and programs to support the arts and cultural life of Hawaii's communities.  Some of these projects and programs include the artists in the schools program, which brings a professional artist into the classroom to support subjects upheld by educational curriculum standards; a cultural project to preserve the art of kapa-making that is conducted in partnership with both public and private organizations; and the biennium grants program which provides support for community projects and grass roots organizations throughout our islands through grants in heritage and preservation, presentation and the performing arts, and arts education.  Over time, the loss of these types of projects and programs would result in a loss of cultural resources, knowledge, and skill that can never be replaced.  Thus, support for the arts and cultural life of Hawaii's communities must continue.

     The purpose of this Act is to provide general fund appropriations to the state foundation on culture and the arts to continue to promote and preserve culture and the arts in Hawaii.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 for the following purposes:

     (1)  To alleviate the impact of previous reductions in general fund appropriations to the state foundation on culture and the arts.

     (2)  To include seventeen Title I schools in the artists in the schools program.

     (3)  To continue educational efforts in cultural preservation through a partnership with the Edith Kanakaole Foundation, University of Hawaii biographical research center, PBS Hawaii, and the Maui Arts and Cultural Center.

     The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
