A BILL FOR AN ACT

 

 

RELATING TO EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the challenges associated with student engagement following the coronavirus disease 2019 pandemic has highlighted the need for creative ways to expand learning opportunities.  Extracurricular activities such as competitive sports provides students with an opportunity to develop their character, experience camaraderie with teammates, and learn to thrive under pressure.  Accordingly, the legislature recognizes the need for practical, real-life implementation of statewide learning opportunities.  By providing students the platform to conduct student-led conferences, athletic activities, and support for workforce readiness initiatives and work-based learning opportunities, students can engage in a meaningful, well-rounded education.

     The purpose of this Act is to appropriate funds to the department of education for various extracurricular programs and opportunities for student success.

     SECTION 2.  In accordance with section 9 of article VII of the Hawaii State Constitution and sections 37-91 and 37-93, Hawaii Revised Statutes, the legislature has determined that the appropriations contained in Act 164, Regular Session of 2023, and this Act will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded by $           or       per cent.  This current declaration takes into account general fund appropriations authorized for fiscal year 2024-2025 in Act 164, Regular Session of 2023, and this Act only.  The reasons for exceeding the general fund expenditure ceiling are that:

     (1)  The appropriation made in this Act is necessary to serve the public interest; and

     (2)  The appropriation made in this Act meets the needs addressed by this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2024-2025, to be expended as follows:

     (1)  $           for the promotion and support of surfing as an interscholastic sport;

     (2)  $           for statewide participation at student-led conferences for middle and high schools;

     (3)  $           for middle school athletics programs;

     (4)  $           for workforce readiness initiatives;

     (5)  $           for work-based learning opportunities for students to apply skills and knowledge in a workplace context partnering with local employers and regional economic development priorities;

     (6)  $           for math camps;

     (7)  $           for intra-state travel funds for neighbor island student participation in annual JROTC competitions;

     (8)  $           for foreign language programs that provide students with language skills to enter high-demand occupations in the fields of hospitality and tourism and cyber-security;

     (9)  $           for middle school education;

    (10)  $           for professional learning in classrooms to support activities such as applied mathematics, financial literacy education, and instructional resources;

    (11)  $           for implementation of middle school student councils, enhancement of student activities programs, and the annual Middle Level Student Leadership Summit for grades six through eight; and

    (12)  $           for teaching and learning in secondary mathematics.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  This Act shall take effect on June 30, 3000.
