A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the department of human resources development is committed to making the State a desirable place to work and supporting the approximately fourteen thousand employees who work throughout the State.

     The legislature also finds that the department of human resources development's information technology systems require additional investment and modernization.  Specifically, by upgrading or replacing equipment, hiring key information technology personnel, upgrading the existing outdated network infrastructure, and providing necessary training, the department of human resources development will be able to hire new, essential state workers more quickly and provide the department with the assets it needs to function more efficiently overall.

     Accordingly, the purpose of this Act is to appropriate moneys to:

     (1)  Establish        full-time equivalent (     FTE) information technology specialist positions within the department of human resources development; and

     (2)  Upgrade information technology systems within the department of human resources development, including network upgrades; purchase and install desktop computers, workstations, and laptop computers; and train personnel.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the establishment of        full-time equivalent (     FTE) information technology specialist positions within the department of human resources development.

     The sums appropriated shall be expended by the office of enterprise technology services for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 to upgrade information technology systems within the department of human resources development, including network upgrades; purchase and install desktop computers, workstations, and laptop computers; and train personnel.

     The sum appropriated shall be expended by the office of enterprise technology services for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2050.
