HOUSE CONCURRENT

RESOLUTION

 

 

requesting the harbors division of the department of transportation to promptly negotiate with Pacific Shipyards International an appropriate new lease.

 

 

 


     WHEREAS, as the shipping and cruise industries continue to grow in Hawaii, so does the need to repair many of the maritime vessels used in providing and servicing these industries; and

 

     WHEREAS, for over 70 years, Pier 41 has continuously served as a shipyard location for Honolulu Harbor, providing vital services to Hawaii's maritime community; and

 

     WHEREAS, located at Pier 41, Pacific Shipyards International is the only commercial shipyard and repair facility currently operating in Honolulu Harbor; and

 

     WHEREAS, trans-ocean and inter-island transportation and shipping companies, as well as numerous other maritime industry companies operating out of Honolulu Harbor, have come to rely on the convenience and cost savings provided by a readily available and easily accessible ship-servicing facility in Honolulu Harbor where many of these vessels berth; and

 

     WHEREAS, as part of the Honolulu Harbor Master Plan for the Kapalama Container Terminal, the Harbors Division of the Department of Transportation is developing a new overseas container terminal in Honolulu Harbor; and

 

     WHEREAS, Kapalama Container Terminal will cause Pacific Shipyards International to be displaced from Pier 41 by the end of February 2014; and
     WHEREAS, Pacific Shipyards International has to relocate to Piers 24-25, and thus, the terms of a new lease must be agreed to promptly; and

 

     WHEREAS, Pacific Shipyards International, with its drydock capabilities, performs a vital function in Honolulu Harbor that benefits the entire State; and

 

     WHEREAS, the relocation of Pacific Shipyards International will be expensive and disruptive; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the Harbors Division of the Department of Transportation is requested to promptly negotiate with Pacific Shipyards International a new lease, specific and unique for a ship repair facility, that enables Pacific Shipyards International to financially balance the high costs of relocation and to maintain a ship repair capability in Honolulu Harbor; and

 

     BE IT FURTHER RESOLVED that as necessary, the lands adjacent to Piers 24-25 should be included in any lease, and the lease negotiations should be concluded without delay or consideration of unresolved issues concerning Pier 41 and Kapalama Container Terminal; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, Deputy Director of the Harbors Division of the Department of Transportation, and President of Pacific Shipyards International.
