HOUSE CONCURRENT

RESOLUTION

 

 

urging congress to support the construction of a war in the pacific memorial at the pearl harbor visitor center.

 

 

 

     WHEREAS, the World War II Valor in the Pacific National Monument is one of the most popular historical tourist destinations in Hawaii, with over 1,500,000 visitors every year; and

 

     WHEREAS, the Pearl Harbor Visitor Center is a part of the War II Valor in the Pacific National Monument and serves as the primary portal for visitors to the Pearl Harbor historic sites, which include the United States Ship Arizona Memorial, the United States Ship Bowfin Submarine Museum and Park, and the Pacific Aviation Museum; and

 

     WHEREAS, a War in the Pacific Memorial at the Pearl Harbor Visitation Center would recognize and honor those who fought the battles of World War II in the Pacific, including the more than 100,000 soldiers who sacrificed their lives in the conflicts; and

 

WHEREAS, a War in the Pacific Memorial would also help to educate the public about the battles in the Pacific during World War II, which have not received the recognition they deserve; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that Congress is urged to support the construction of a War in the Pacific Memorial at the Pearl Harbor Visitor Center; and

 

     BE IT FURTHER RESOLVED that Congress is urged to authorize the National Park Service to design and build a War in the Pacific Memorial at the Pearl Harbor Visitor Center to honor those who fought the battles of World War II in the Pacific, with a special tribute to the more than 100,000 soldiers who sacrificed their lives in the conflicts; and

 

     BE IT FURTHER RESOLVED that Congress is urged to provide the Department of Interior with the authority to approve the final design of the memorial; provided that the memorial will:

 

     (1)  Be located on the grounds of the Pearl Harbor Visitor Center, and, if feasible, on the waterfront;

 

     (2)  Be a tri-circular design to represent the three elements of recognition:  the soldiers, the battles, and the allies of the United States;

 

     (3)  Feature a circular tile mosaic map of the Western Pacific, including locations of the major battles and campaigns (Pearl Harbor, Coral Sea, Midway, Guadalcanal, Tarawa, Philippine Sea, Iwo Jima, Peleliu, and Okinawa), surrounded by a circle of kiosks on a footpath outside the center mosaic;

 

     (4)  Provide visual and electronic displays of one or more campaigns, including a summary of each campaign's importance to the wartime Pacific strategy, the outcome of each campaign, and the casualties incurred; and

 

     (5)  Contain several additional kiosks outside the center mosaic, each one a tribute to a wartime allied nation (The United Kingdom, Canada, Australia, and The Netherlands) with, visual and electronic displays depicting the allies' key roles in the battles and campaigns, and tallies of their personnel sacrifices.

 

     BE IT FURTHER RESOLVED that Congress is urged to require the Department of the Interior to design and determine preliminary cost estimates within twelve months of enactment of the legislation providing for the construction of a War in the Pacific Memorial; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Speaker of the United States House of Representatives, the Majority Leader of United States Senate, to each member of the Hawaii congressional delegation, and to the Governor.
