HOUSE CONCURRENT

RESOLUTION

 

 

requesting an impact research study of the effects of abolishing the complex areas and the role of the complex area superintendents from the public school system.

 

 

 


     WHEREAS, a complex area in the public school system includes one or more complexes, and a complex includes the high school and those elementary, middle, and intermediate schools that feed into the high school; and

 

     WHEREAS, the Superintendent of Education is statutorily required to appoint complex area superintendents for schools, who serve as the chief administrative officers of complex areas and the complexes therein; and

 

     WHEREAS, the complex area superintendents are statutorily required to supervise the delivery of administrative and instructional support services for schools within their respective complex areas; and

 

     WHEREAS, these support services include:

 

(1)  Personnel, fiscal, and facilities support;

 

(2)  Monitoring of compliance with state and federal laws;

 

(3)  Curriculum development, student assessment, and staff development services; and

 

(4)  Special education programs and special schools within the complex area; and

 

     WHEREAS, concerns have been raised that the complex areas and the complex area superintendents serve as an unnecessary bureaucratic layer that impede the channels of communication between the Superintendent of Education and public school teachers; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the Legislative Reference Bureau is requested to conduct an impact research study on the feasibility of abolishing the complex area designation and the position and roles of complex area superintendents from the public school system; and

 

     BE IT FURTHER RESOLVED that the impact research study is requested to address whether the abolishment of the complex areas and the position and role of the complex area superintendents will have fiscal and operational impacts, including:

 

(1)  The reduction of costs in operating a public school system; and

 

(2)  The facilitation of lines of communication between the Superintendent of Education and public school teachers; and

 

     BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature not later than twenty days prior to the convening of the Regular Session of 2014; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of the Legislative Reference Bureau, the Superintendent of Education, and the Chairperson of the Board of Education.
