HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE UNITED STATES NAVY TO remove the invasive plants, excessive foliage, and other debris from the coastline of lower waipahu.

 

 

 


     WHEREAS, in recent years, the shoreline of lower Waipahu has become subject to significant overgrowth of invasive plant species, excessive foliage, and other debris, which have created not only a shabby appearance and foul odor, but also a safety hazard and an area where illicit activities may potentially transpire; and

 

     WHEREAS, the shoreline in these areas is also strewn with abandoned vehicles and tires which make the shoreline inaccessible and unattractive to visitors and the public; and

 

     WHEREAS, the visual appearance of the shoreline should be upgraded in order to increase the use of open space and coastal resources by Waipahu residents and the community-at-large; and

 

     WHEREAS, the shoreline along West Loch and Middle Loch is within the United States Navy's jurisdiction; and

 

     WHEREAS, in 2008, House Concurrent Resolution 194, S.D. 1, was adopted by the Legislature requesting the United States Navy to clean up the blighted shoreline, but action has yet to be taken; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the United States Navy is requested to remove the invasive plants, excessive foliage, and other debris from the coastline of lower Waipahu; and

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the United States, Secretary of Defense, Chairman and members of the United States Joint Chiefs of Staff, Secretary of the United States Navy, Commander of the United States Pacific Command, Commander of the United States Pacific Fleet, members of the Hawaii Congressional Delegation, the Waipahu Community Association, Chairman of the Waipahu Neighborhood Board, and the Mayor of the City and County of Honolulu.
