STATE OF HAWAII

 

 

 

 

 

HOUSE CONCURRENT

RESOLUTION

 

 

requesting the convening of a gambling task force to perform a social and financial analysis of legalized gambling in hawaii.

 

 

 


WHEREAS, legalized gambling in Hawaii poses the potential to generate additional state revenues to maintain important social programs, create jobs, expand economic growth, and to help Hawaii compete in the increasingly competitive global tourism market; and

 

WHEREAS, a comprehensive analysis of the costs and benefits to the State of legalized gambling would facilitate informed decisions on this issue; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the Department of Business, Economic Development, and Tourism is requested to convene a gambling task force to:

 

     (1)  Analyze the social and financial costs and benefits of the various forms of gambling, including the lottery, casinos, slots, table games, horse and dog racing, sports betting, bingo, and internet gaming;

 

     (2)  Assess the financial viability of the various forms of gambling if authorized in the State; and

 

     (3)  Determine what percentage of each dollar wagered in a gambling system would likely be remitted to the gambling system's administration, prizes, retailers, and to the State; and

 

     BE IT FURTHER RESOLVED that the Director of Business, Economic Development, and Tourism is requested to invite the following parties to serve as members of the task force:

 

     (1)  A representative from the Department of Health;

 

     (2)  A representative from the Department of Business, Economic Development, and Tourism;

 

     (3)  A representative from the Department of Commerce and Consumer Affairs;

 

     (4)  A representative from the Department of Budget and Finance;

 

     (5)  A representative from a nonprofit economic development organization;

 

     (6)  Three individuals selected by the Senate President; and

 

     (7)  Three individuals selected by the Speaker of the House of Representatives; and

 

     BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism is requested to provide administrative support to the task force; and

 

     BE IT FURTHER RESOLVED that the Director of Business, Economic Development, and Tourism is requested to report the findings and recommendations of the task force to the Governor and the Legislature no later than October 1, 2013; and

 

     BE IT FURTHER RESOLVED that the task force is requested to be dissolved on June 30, 2014; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; the Director of Business, Economic Development, and Tourism; the

Director of Health; the Director of Commerce and Consumer Affairs; and the Director of Budget and Finance.
