HOUSE RESOLUTION

 

 

URGING THE DEPARTMENT OF HUMAN SERVICES, DEPARTMENT OF HEALTH, AND JUDICIARY TO PRIORITIZE ensuring THAT CONTRACTS FOR GOVERNMENT SERVICES ARE ADEQUATELY RESOURCED TO COVER THE COSTS OF PROVIDING THOSE SERVICES.

 

 

 


     WHEREAS, through contracts with community-based organizations, government agencies provide critical services to the State's vulnerable communities, such as support for victims of domestic violence, housing for foster care and at-risk youth, food for low-income households and the elderly, and services for homeless families and individuals; and

 

     WHEREAS, many government contract rates are set below the costs of providing services, and according to a recent survey of Hawaii community-based nonprofit organizations, ninety-one percent of these organizations engaged in contracts with government agencies were resourced below the full operating costs required to provide the contracted services; and

 

     WHEREAS, Hawaii's community-based organizations have been struggling to fill the gap between funding levels and demand for services; and

 

     WHEREAS, some community-based organizations have publicly stated that they may be forced to eliminate or reduce the services they provide; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Department of Human Services, Department of Health, and Judiciary are urged to prioritize ensuring that contracts for government services are adequately resourced to cover the costs of providing those services; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Human Services, Director of Health, and Chief Justice of the Hawaii Supreme Court.
