HOUSE RESOLUTION

 

 

urging the city and county of honolulu and homeless service organizations to provide AND MAINTAIN portable toilets in the downtown honolulu area, including kakaako and chinatown.

 

 

 


     WHEREAS, Act 84, Session Laws of Hawaii 2004, as amended by Act 77, Session Laws of Hawaii 2008, and Act 75, Session Laws of Hawaii 2010, established a violation and penalties for public urination or defecation in the downtown Honolulu area through December 31, 2014; and

 

     WHEREAS, there is a large number of homeless people in the downtown Honolulu area, including Kakaako and Chinatown; and

 

     WHEREAS, there are very few business establishments that allow the public to use their restrooms; and

 

     WHEREAS, the lack of restroom accommodations in downtown Honolulu poses sanitation and public health problems; and

 

     WHEREAS, acts of public urination and defecation discourage people from patronizing nearby businesses, negatively affect the tourism industry, harm the environment, and damage Hawaii's image as a civilized society; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that the City and County of Honolulu and homeless service organizations are urged to provide and maintain portable toilets in the downtown Honolulu area, including Kakaako and Chinatown; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu; the Director of Human Services, who in turn is requested to transmit certified copies of this Resolution to all nonprofit organizations that provide services for the homeless in the downtown Honolulu area, including Kakaako and Chinatown; and the Chairperson of the Hawaii Interagency Council on Homelessness.
