A BILL FOR AN ACT
relating to public health planning.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The purpose of this Act is to establish a more coordinated and cost-effective statewide public health statistics, planning, and development program.
SECTION 2. Section 338-2, Hawaii Revised Statutes, is amended to read as follows:
"§338-2 Authority and duties of the department of health. (a) The department of health, herein referred to as the department, shall:
(1) Establish a central bureau of public health statistics with suitable offices properly equipped for the safety and preservation of all its official records;
(2) Install a statewide system of public health statistics;
(3) Make and amend,
after notice and hearing, necessary regulations, give instructions and
prescribe forms for collecting, transcribing, compiling, and preserving public
health statistics; [and]
(4) Coordinate with providers of health insurance doing business in the State to gather and analyze public health statistics, public health program data, epidemiological data, and administrative data to implement and update a statewide public health planning and development program; and
[(4)] (5) Enforce this part and the regulations made
pursuant thereto.
(b) For purposes of this section, "public health planning" shall include public and private health care services delivery resources in the development of long-term strategic objectives and policies to improve the access, quality, and sustainability of public health in the State."
SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
