A BILL FOR AN ACT

 

 

Relating to Capital Improvement Projects for the Benefit of the Twenty-Fourth Senatorial District.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $31,610,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2017-2018 for the purpose of capital improvement projects for the twenty-fourth senatorial district, as follows:

1.   To be expended by the department of education

A.   Ahuimanu elementary school, Oahu

     Covered patio next to the

     cafeteria to serve as an indoor

     recess area.

              Total funding              $   400,000

B.   James B. Castle high school, Oahu

     Multi-use building for athletics

     and instructional use.

              Total funding              $ 1,000,000

C.   James B. Castle high school, Oahu

     Widen entrance to accommodate a

     new security kiosk.

              Total funding              $   400,000

D.   Heeia elementary school, Oahu

     Construction of fire lane access

     and installation of an additional

     fire hydrant.

              Total funding              $ 1,000,000

E.   Kaelepulu elementary school, Oahu

     Design and construction of an

     administration and library

     building.

          Design                          $ 1,680,000

          Construction                     13,200,000

          Equipment                           120,000

              Total funding              $15,000,000

F.   Kaelepulu elementary school, Oahu

     Campus-wide electrical upgrade

     with capacity for air

     conditioning.

          Design                          $   100,000

          Construction                      1,400,000

          Equipment                           350,000

              Total funding              $ 1,850,000

G.   Kailua high school, Oahu

     Design of performing arts and

     media presentation center.

          Design                          $ 2,030,000

              Total funding              $ 2,030,000

H.   Kaneohe elementary school, Oahu

     Extend lower parking lot, relocate

     basketball court, and widen the

     cattle gate entrance so two vehicles

     are able to enter and exit at the

     same time.

              Total funding              $   600,000

I.   Kapunahala elementary school, Oahu

     Construction of covered walkways

     between buildings A and B, and B

     and C.  Ground and site

     improvements.

          Plans                           $    10,000

          Design                               70,000

          Construction                        400,000

              Total funding              $   480,000

J.   Samuel Wilder King intermediate

     school, Oahu

     Construction of a track for physical

     education activities and

     after-school sports.

              Total funding              $ 2,000,000

K.   Maunawili elementary school, Oahu

     Campus-wide electrical upgrades.

          Design                          $   100,000

          Construction                      1,400,000

          Equipment                            30,000

              Total funding              $ 1,530,000

L.   Olomana school, Oahu

     Electrical upgrades for day-school

     campus.

          Design                          $   100,000

          Construction                      1,400,000

              Total funding              $ 1,500,000

M.   Puohala elementary school, Oahu

     Slope stabilization and erosion

     control.

          Plans                           $     2,000

          Design                                3,000

          Construction                        395,000

              Total funding              $   400,000

N.   Reverend Benjamin Parker

     elementary school, Oahu

     Handicap accessibility, including

     elevators, for second floors of

     buildings C, D, and H.

              Total funding              $   500,000

2.   To be expended by the department of land and natural resources

A.   Kawainui marsh, Oahu

     Cleanup environmental degradation

     and restore native wildlife habitat.

          Design                          $   120,000

          Construction                      1,560,000

              Total funding              $ 1,680,000

B.   Kawainui marsh, Oahu

     Restore streamflow from Kawainui

     marsh to Kawainui stream.

          Plans                           $   220,000

          Design                          $   220,000

          Construction                        800,000

              Total funding              $ 1,240,000

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2020, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2017.
