A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE second SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $42,868,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the second senatorial district, as follows:

1.   Department of Transportation

     A.   Construction for an acceleration lane/right-turn on red for Shower drive onto Highway 130.

          Plan, design, and construction

          for acceleration             $1,400,000

          Total funding                               $1,400,000

2.   Hawaii National Guard Youth Challenge Academy

     A.   Funds to support its quasi‑military program.

          Construction                   $618,000

          Total funding                                 $618,000

3.   Kau High and Pahala Elementary School

     A.   Construction for seven-classroom building.

          Construction                $10,000,000

          Total funding                              $10,000,000

     B.   Construction for a schoolwide building renovation.

          Construction                 $5,000,000

          Total funding                               $5,000,000

4.   Keaau High School

     A.   Construction for new gutters.

          Construction                   $250,000

          Total funding                                 $250,000

5.   Keaau Middle School

     A.   Construction for covering of play court.

          Construction                 $3,000,000

          Total funding                               $3,000,000

     B.   Construction for covered drop off/pick-up ramp.

          Construction                 $2,000,000

          Total funding                               $2,000,000

     C.   Construction for sound induction improvement inside cafeteria.

          Construction                   $400,000

          Total funding                                 $400,000

6.   Keonepoko Elementary School

     A.   Construction for a new school playground.

          Construction                   $500,000

          Total funding                                 $500,000

7.   Pahoa Elementary School

     A.   Construction for a covered walkway.

          Construction                   $500,000

          Total funding                                 $500,000

     B.   Construction for campus fencing.

          Construction                   $200,000

          Total funding                                 $200,000

     C.   Construction for air quality and heat abatement.

          Construction                 $1,000,000

          Total funding                               $1,000,000

8.   Pahoa High and Intermediate School

     A.   Construction for new administration building.

          Construction                $18,000,000

          Total funding                              $18,000,000

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:

     (1)  The sum appropriated in item (1) shall be expended by the department of transportation;

     (2)  The sum appropriated in item (2) shall be expended by the department of defense; and

     (3)  The sums appropriated in items (3) through (8) shall be expended by the department of education.

     SECTION 4.  This Act shall take effect on July 1, 2021.
