A BILL FOR AN ACT

 

 

relating to hawaiian language.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that high school students in public and charter schools are encouraged to engage in college level academic courses by a variety of advanced placement courses.  The advanced placement courses are designed based on the assumption that high school and college courses are taught in the English language.  In Hawaii, high school courses are offered in the Hawaiian language.  Further, the Hawaiian language college at the University of Hawaii at Hilo offers a liberal arts curriculum primarily through the Hawaiian language.

     The legislature finds that there is a need for a pilot program to develop a system for enrolling high school students taught using the Hawaiian language into the Hawaiian language college, in a cost efficient manner that maximizes available technologies.  The pilot program would be initially targeted toward students in the laboratory school program of the Hawaiian language college.

     SECTION 2.  There is established a pilot program to provide college level courses to public school and charter school students in the high school level participating in the laboratory school program of the Hawaiian language college.  The classes shall be appropriate for public school and charter school students speaking the Hawaiian language.

     The pilot program shall initially be implemented in the laboratory school at the Hawaiian language college.  The Hawaiian language college shall determine the qualifications for enrollment in the pilot program.

     The Hawaiian language college may assess an enrollment fee for participation in the pilot program and charge students participating in the pilot program for books and materials.

     The Hawaiian language college may require students receiving federal funds to pay regular tuition costs as a condition to participating in the pilot program.  The Hawaiian language college may impose other requirements for participation in the pilot program as it deems appropriate.

     SECTION 3.  The Hawaiian language college may use funds appropriated to it for the design, implementation, and operation of the pilot program.

     SECTION 4.  This Act shall take effect upon its approval.
