A BILL FOR AN ACT

 

 

relating to the Waianae coast comprehensive health center.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that adolescent health and wellness are of particular importance as chronic physical and behavioral health problems in adolescents have a high probability of affecting academic performance.  The legislature also finds that school-based health centers provide students with a full scope of services, including but not limited to school and sports physical exams, urgent primary care, behavioral health services, and health education.  Accordingly, the legislature believes that school-based health centers are an ideal way to provide students in the State with comprehensive adolescent health services.

The legislature recognizes that the Waianae Coast Comprehensive Health Center has served the residents of the Waianae coast since 1972 and has been providing school-based health centers to intermediate and high school students in the area since 2015.  The legislature further recognizes that of its nearly seven thousand encounters with Waianae high school and Waianae intermediate school students since 2015, ninety-seven per cent of these encounters have resulted in the student's immediate return to class.  The legislature notes that the Waianae Coast Comprehensive Health Center opened a school-based health center at Nanakuli high and intermediate school on August 6, 2018.

Accordingly, the purpose of this Act is to appropriate moneys to the Waianae Coast Comprehensive Health Center to continue operations of its school-based health center located at Nanakuli high and intermediate school.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the department of health to provide funding to the Waianae Coast Comprehensive Health Center for one full-time equivalent (1.0 FTE) advanced practice registered nurse position and various infrastructure improvements, including wi-fi connectivity and the purchase and maintenance of small equipment, for the continued operation of the Waianae Coast Comprehensive Health Center's school-based health center located at Nanakuli high and intermediate school.

     The sums appropriated shall be expended by the department of health through a contract awarded pursuant to chapter 103F, Hawaii Revised Statutes, for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2019.
