A BILL FOR AN ACT

 

 

RELATING TO FOOD SAFETY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the popularity of Hawaii-made sea salt products is increasing.  Sea salt products colored with Hawaiian charcoal, volcanic clay, and other natural ingredients help to promote the State's brand.

     The legislature further finds that addressing the federal Food and Drug Administration's industry guidance regarding the use of color additives in sea salt products should be a state priority.  This guidance indicates that sea salt manufacturers that intend to use color additives not currently approved for food use should first obtain approval through the federal Food and Drug Administration's color additive petition process.

     The purpose of this Act is to ensure the continued viability of the State's sea salt manufacturing industry by appropriating funds to provide education and support to local businesses regarding compliance with the federal Food and Drug Administration's industry guidance on colored sea salt.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 to provide education and support to businesses in the State regarding compliance with the federal Food and Drug Administration's industry guidance on colored sea salt.

     The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 3.  No sum appropriated pursuant to this Act shall be released unless private industry businesses collectively contribute fifty per cent of the cost to conduct and submit to the federal Food and Drug Administration any research, studies, or analysis required to obtain federal Food and Drug Administration approval of color additives used in Hawaii sea salt.  

     SECTION 4.  This Act shall take effect on July 1, 2050.

Description:

Appropriates funds to the Department of Business, Economic Development, and Tourism to provide education and support to local businesses regarding compliance with the federal Food and Drug Administration's industry guidance on colored sea salt.  Requires private industry businesses to collectively pay 50% of the cost to conduct and submit to the federal Food and Drug Administration any research, studies, or analysis required for federal Food and Drug Administration approval of color additives used in Hawaii sea salt.  Effective 7/1/2050.  (SD1)
