A BILL FOR AN ACT

 

 

RELATING TO EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of education shall create a comprehensive plan to establish at least one alternative learning center in each school complex area in the State.

     (b)  The comprehensive plan shall include the following:

     (1)  A survey of lands upon which potential alternative learning centers could be placed within each school complex area;

     (2)  A comprehensive academic and social support plan for each alternative learning center based on the needs of students;

     (3)  A projection of costs, resources, and other needs for implementing an alternative learning center in each school complex area; and

     (4)  A timeline for the implementation of the plan.

     (c)  The department of education shall submit the comprehensive plan, including any proposed legislation, to the legislature no later than twenty days before the convening of the regular session of 2019.

     (d)  For the purposes of this section, "alternative learning center" means a school that provides ongoing education to juveniles involved in the justice system or at high-risk of involvement in the justice system.

     SECTION 2.  This Act shall take effect upon its approval.
