A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that government transparency, in the form of the free flow of information between the government and its citizenry, allows the public to review government decisions and provide meaningful feedback by way of engagement in the political process.  The electorate, now well-informed on the decisions and actions taken by its government, may responsibly express their approval or disapproval through the electoral process and through the formulation of policies and procedures promulgated through administrative procedure.

     The legislature further finds that capital improvement projects are construction projects that provide improvements or additions to land, buildings, and infrastructure.  Since these projects are typically large and expensive, the citizenry should have the ability to publicly inspect projects completed or pending and information related to those projects.

     The purpose of this Act is to require the executive branch of the State to develop and maintain a publicly accessible online project management platform.

     SECTION 2.  Chapter 103, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:

     "§103-     Capital improvement projects; online project management platform.  No later than           , governmental bodies of the executive branch of the State shall develop and maintain an online project management platform that shall:

     (1)  Be available to be viewed and searched by the public; and

     (2)  Contain a list of capital improvement projects that have been completed in the past five years and projects in progress with information detailing the project, including but not limited to:

          (A)  The status of the project;

          (B)  A description of the project;

          (C)  The identity of the awarded vendors;

          (D)  The amount of funds allocated and expended; and

          (E)  The location of the project."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2050.
