A BILL FOR AN ACT
relating to creative industries.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
"§201-
Office of streaming;
establishment. (a)
There is established the office of streaming within the creative
industries division of the department.
(b) The office of streaming shall
establish, maintain, and operate a digital platform to help content creators increase
the scale of the content creator's respective production.
(c) As used in this section, "content
creator" means an entity based in the State that creates media for digital
distribution via streaming."
SECTION 2. In accordance with section 9 of article VII, of the Constitution of the State of Hawaii and sections 37-91 and 37-93, Hawaii Revised Statutes, the legislature has determined that the appropriation contained in this Act will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded by $ , or per cent. The reasons for exceeding the general fund expenditure ceiling are that the appropriation made in this Act is necessary to serve the public interest and to meet the need provided for by this Act.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $550,000 or so much thereof as may be necessary for fiscal year 2024-2025 for the establishment of the office of streaming, to be allocated as follows:
(1) $225,000 for the establishment of three full-time equivalent (3.0 FTE) staff positions within the office of streaming;
(2) $200,000 for construction of a website for use by the office of streaming;
(3) $25,000 for website maintenance; and
(4) $100,000 for marketing activities and events to be held in Los Angeles, South Korea, and Japan.
The
sum appropriated shall be expended by the creative industries division of the
department of business, economic development, and tourism for the purposes of
this Act.
SECTION 4. New statutory material is underscored.
SECTION 5. This Act shall take effect on July 1, 2024.
