A BILL FOR AN ACT

RELATING TO THE MILITARY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the United States military presence in the State is critical to the State's economy. Military spending in the State is approximately $8,800,000,000 each year and generates approximately 102,000 local jobs. The military's influence on the State's economy is second only to tourism.

The legislature further finds that the department of business, economic development, and tourism collects and maintains some information pertaining to the military's economic impact in the State and the adjutant general of the department of defense serves as a liaison between the state executive branch and the United States armed forces.

The legislature additionally finds that despite the significant influence of the military on the State's economy, the State currently lacks the ability to effectively coordinate interdepartmental cooperation to research federal funding opportunities for military grants or financial assistance to address the economic adjustment required of the State as a result of decreased military spending.

The purpose of this Act is to establish within the office of the governor a military affairs advisor position and an assistant military affairs advisor position, with the military affairs advisor reporting directly to the governor.

SECTION 2. Chapter 121, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§121- Military affairs advisor; assistant military affairs advisor; establishment; responsibilities. (a) There is established within the office of the governor a full-time military affairs advisor and an assistant military affairs advisor. The military affairs advisor and the assistant military affairs advisor shall be appointed by the governor as provided in section 26-34.

(b) The military affairs advisor shall report directly to the governor. The functions, duties, and powers of the military affairs advisor shall include:

(1) Interacting and working with the United States armed services in the State to address any issues and concerns that impact the State and its residents;

(2) Facilitating opportunities for the State and military to work in partnership;

(3) Monitoring national and global trends related to military partnerships and recommending policies and programs to advance military partnerships in the State;

(4) Monitoring, overseeing, and recommending policies to promote cooperation between state departments to increase opportunities for economic growth;

(5) Pursuing federal military funding opportunities to provide grants and financial assistance to the State; and

(6) Serving as the liaison between the State's executive branch and the armed services in the State.

(c) The assistant military affairs advisor shall perform functions and duties assigned to the assistant military affairs advisor by the military affairs advisor and shall act for and in the place of the military affairs advisor during the military affairs advisor's absence or disability."

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for the establishment of one full-time equivalent (1.00 FTE) permanent military affairs advisor position and one full-time equivalent (1.00 FTE) permanent assistant military affairs advisor position in the office of the governor.

The sums appropriated shall be expended by the office of the governor for the purposes of this Act.

SECTION 4. New statutory material is underscored.

SECTION 5. This Act shall take effect upon its approval.
