A BILL FOR AN ACT

 

 

relating to the department of public safety.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,000,000 or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the rehabilitation of incarcerated persons.

     The sums appropriated shall be expended by the department of public safety for the purposes of this Act.

     SECTION 2.  In providing rehabilitation services to incarcerated persons under section 1 of this Act, the department may contract with private service providers for:

     (1)  Drug treatment;

     (2)  Mentoring;

     (3)  Cognitive restructuring;

     (4)  Education services;

     (5)  Restorative circles;

     (6)  Computer education;

     (7)  Job seeking skills;

     (8)  Mental health support;

     (9)  Drug testing;

    (10)  Counseling; and

    (11)  Vocational skill building.

     SECTION 3.  The department of public safety shall submit a report to the legislature no later than twenty days prior to the convening of the regular session of 2018 detailing the department's expenditure plan for the funding appropriated under section 1 of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2017.

Description:
