A BILL FOR AN ACT

 

 

relating to the University of hawaii.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that given the State's ambitious energy and sustainability goals, it is imperative that the ten campuses comprising the University of Hawaii system establish an equally ambitious sustainability policy to reduce its energy consumption through conservation measures, and develop grid modernization and distribution systems, as well as develop renewable energy solutions to ensure that it continues to deliver world class educational and research opportunities for generations to come.  The University of Hawaii system is one of the largest consumers of electricity in the State, and must improve its energy performance to date.

     The purpose of this Act is to establish a sustainability office within the University of Hawaii system and provide funding for key staff to coordinate implementation of the board of regents' sustainability policy across all ten campuses and encourage system-wide leadership to meet Aloha+ Challenge targets.

     SECTION 2.  There is established the University of Hawaii system office of sustainability.  The office of sustainability shall:

     (1)  Develop and implement strategies to achieve the board of regents' sustainability goals of carbon neutrality, zero waste, and local food procurement;

     (2)  Coordinate and implement strategies to support energy efficiency and renewable energy goals;

     (3)  Develop diversified funding sources to support system-wide sustainability activities, including working with the University of Hawaii Foundation to develop and cultivate a sustainability-focused donor base;

     (4)  Provide leadership to integrate sustainability goals in support of the University of Hawaii's long-range planning activities;

     (5)  Coordinate with and support the academic community in integrating sustainability into curriculum, living/learning lab opportunities, internships, and service learning; and

     (6)  Coordinate student sustainability efforts throughout the University of Hawaii system by working directly with students, staff, and advisors.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $500,000 or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 to establish the University of Hawaii sustainability office and hire necessary staff.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2015.
