A BILL FOR AN ACT

 

 

relating to health.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§304A-    John A. Burns school of medicine scholarship program.  (a)  There is established the John A. Burns school of medicine scholarship program to be administered by the University of Hawaii John A. Burns school of medicine to assist students with medical school tuition in return for a service commitment to practice in the State.

     (b)  The scholarship program shall cover the cost of tuition and fees for a complete course of study at the University of Hawaii John A. Burns school of medicine; provided that should a recipient fail to maintain satisfactory academic progress, the recipient shall be terminated from the scholarship program and shall be required to pay back the portion of the scholarship already dispensed on the recipient's behalf.  Recipients shall be required to remain in or return to the State and practice in the State for five years following the completion of the recipient's residency.  If a recipient fails to complete the required five-year service commitment, the recipient shall be required to reimburse the University of Hawaii for the full amount of tuition and fees received as part of the scholarship program.

     (c)  The number of scholarships awarded annually shall be determined by the University of Hawaii John A. Burns school of medicine and shall be subject to the availability of funds.

     (d)  The University of Hawaii John A. Burns school of medicine shall establish necessary policies and procedures to implement and sustain the scholarship program, including application procedures, eligibility requirements, and standards to determine which applicants are awarded scholarships."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the John A. Burns school of medicine scholarship program.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2017.
