SENATE CONCURRENT

RESOLUTION

 

 

EXTENDING THE DEADLINE FOR THE HOME FOR LIFE TASK FORCE TO REPORT ITS FINDINGS AND RECOMMENDATIONS FOR REDUCING BARRIERS TO AGING IN PLACE AND FACILITATING MULTIGENERATIONAL LIVING.

 

 


     WHEREAS, Senate Concurrent Resolution No. 7, S.D. 1 (2009) requested the President of the Senate, Speaker of the House of Representatives, and Governor to establish the Home for Life Task Force (Task Force) to coordinate research and action to reduce barriers to aging in place and to facilitate multigenerational or accessible living, pursuant to the recommendation of the Joint Legislative Committee on Aging in Place; and

 

     WHEREAS, Senate Concurrent Resolution No. 7, S.D. 1 (2009) also requested the President of the Senate, Speaker of the House of Representatives, and Governor to each appoint six members of the Task Force comprising individuals from designated entities and agencies involved in providing services in furtherance of aging in place; and

 

     WHEREAS, the President of the Senate and Speaker of the House of Representatives each appointed six members, yet the Governor had not appointed anyone; and

 

     WHEREAS, the delay in the appointment of members meant the Task Force could not begin or complete its work; therefore during the 2010 Regular Session, the Senate and the House of Representatives adopted House Concurrent Resolution No. 13 (2010), authorizing an extension of the reporting deadline applicable to the Task Force; and

 

     WHEREAS, the Task Force convened its first meeting on June 30, 2010, a date significantly later than anticipated due to the absence of gubernatorial representatives; and

 

     WHEREAS, the Task Force has diligently met six times since beginning its work; however, the members feel their findings are only in the preliminary stages; and

 

     WHEREAS, the Task Force is not yet in a position to make comprehensive, systematic recommendations, or propose legislation; and

 

     WHEREAS, the current deadline for the Task Force to report to the Legislature its findings and recommendations is twenty days prior to the convening of the Regular Session of 2011; and

 

     WHEREAS, the Task Force has completed an interim report, but not a final report; and

 

     WHEREAS, to continue work on the unresolved issues, an extension of the reporting deadline for the Task Force's final report is required; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the House of Representatives concurring, that the deadline for the Home for Life Task Force to report its findings and recommendations to the Legislature be extended to June 30, 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, President of the Senate, Speaker of the House of Representatives, Director of Health, Director of Human Services, Director of the Executive Office on Aging, Executive Director of the Building Code Council, Comptroller, Executive Director of the Hawaii Housing Finance and Development Corporation, Licensing Administrator for the Department of Commerce and Consumer Affairs Professional and Vocational Licensing Division, Executive Director of the Disability and Communication Access Board, President of the University of Hawaii System, Executive Director of the Legal Aid Society of Hawaii, President of the Building Industry Association of Hawaii, and Mayor of each county.
