SENATE CONCURRENT

RESOLUTION

 

 

Urging the City and County of Honolulu to preserve and create new Affordable Housing opportunities, Family-Oriented Support Services, Health Centers, community centers, Retail Services related to healthy living, And community gardens within transit-oriented development zones Along the Honolulu Rail transit Project Corridor.

 

 


     WHEREAS, development of the Honolulu Rail Transit Project provides the State and the City and County of Honolulu with opportunities to preserve or increase the number of affordable housing facilities within transit-oriented development zones and improve facilities for the care of children and the elderly that currently exist within transit-oriented development zones; and

 

     WHEREAS, the Department of Permitting and Planning of the City and County is required to prepare neighborhood transit-oriented development plans that integrate neighborhood planning with planning for the Honolulu Rail Transit Project; and

 

     WHEREAS, the Land Use Ordinance of the City and County of Honolulu provides for the establishment of transit-oriented development zones near existing or proposed transit stations in order to facilitate community planning; and

 

     WHEREAS, the ordinance requires a neighborhood transit-oriented development plan to address, at a minimum, general objectives for the zone, recommended parcels to include within the zone, recommended zoning controls, preservation of existing affordable housing and potential opportunities for new affordable housing, potential gentrification, and general direction on implementation of the recommendations; and

 

     WHEREAS, the ordinance does not require neighborhood transit-oriented development plans to address family-oriented support services for children and elders so that families can use transit and tend to the needs of family members, or the provision of health centers, community centers, or other related public functions; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the House of Representatives concurring, that the Director of Permitting and Planning of the City and County of Honolulu and the City and County of Honolulu Planning Commission are urged to preserve existing affordable housing within transit-oriented development zones and create additional affordable housing within transit-oriented development zones to the extent possible; and

 

     BE IT FURTHER RESOLVED that family-oriented support services for children and elders, including child care and elder care, be provided within transit-oriented development zones so that families can use mass transit while meeting the needs of their family members; and

 

     BE IT FURTHER RESOLVED that health centers; community centers; retail services that support and promote healthy eating, exercise, financial well-being, and healthy living; community gardens to grow fresh herbs, vegetables, and fruits; and public education opportunities be provided for within transit-oriented development zones to ensure quality of life for City and County of Honolulu residents who use the mass transit system; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu; Director of Planning and Permitting, City and County of Honolulu; Chairperson of the Planning Commission, City and County of Honolulu; and Chairperson of the Council, City and County of Honolulu.
