SENATE CONCURRENT

RESOLUTION

 

 

URGING THE PRESIDENT OF THE UNITED STATES, UNITED STATES DEPARTMENT OF STATE, UNITED STATES DEPARTMENT OF the INTERIOR, UNITED STATES MISSION TO THE UNITED NATIONS, AND HAWAII's CONGRESSIONAL DELEGATION TO SUPPORT THE RECOMMENDATIONS OF THE DECLARATION FROM THE GLOBAL INDIGENOUS PREPARATORY CONFERENCE FOR THE UNITED NATIONS HIGH LEVEL PLENARY MEETING OF THE GENERAL ASSEMBLY.

 

 


     WHEREAS, in March 2011, the United Nations General Assembly adopted Resolution AIRES/65/198 to organize a high level plenary meeting of the General Assembly, to be known as the World Conference on Indigenous Peoples, to be held in 2014, to share perspectives and best practices on the realization of the rights of indigenous peoples, including those acknowledged in the United Nations Declaration on the Rights of Indigenous Peoples; and

 

     WHEREAS, in September 2012, the United Nations General Assembly adopted Resolution A/66/L.61 stating that the World Conference on Indigenous People shall result in a concise action-oriented outcome document taking into account the views emerging from preparatory processes through informal interactive hearings and inclusive and open informal consultations among and between member states and indigenous peoples; and

 

     WHEREAS, in March 2013, Indigenous Peoples of the Pacific met in Redfern, Sydney, Australia, and issued The Pacific Declaration of the Preparatory Meeting for Pacific Indigenous Peoples on the World Conference on Indigenous Peoples 2014 that shares collective recommendations on health, justice, violence against women, self-determination, decision making, and free, prior, and informed consent, lands, territories and resources, education, climate change, militarization, decolonization, equality and non-discrimination, oceans, as well as an optional protocol respecting and protecting cultural heritage, treaties, agreements, and other constructive arrangements; and

 

     WHEREAS, in June 2013, indigenous peoples from the seven global geo-political regions, including kanaka maoli and Hawaiian Civic Club members, participated in the Global Indigenous Preparatory Conference at Alta, Norway, for the United Nations High Level Plenary Meeting of the General Assembly to be known as the World Conference on Indigenous Peoples, in the traditional territories and lands of the Sarni people; and

 

     WHEREAS, the Global Indigenous Preparatory Conference issued the Alta Outcome Document, which sets forth recommendations under four overarching themes:  (1) Indigenous peoples' lands, territories, resources, oceans, and waters; (2) United Nations system action for the implementation of the rights of indigenous peoples; (3) Implementation of the rights of indigenous peoples; and (4) Indigenous peoples' priorities for development with free, prior, and informed consent; and

 

     WHEREAS, the recommendations encapsulate issues that are of greatest importance to indigenous peoples along with the historical and current context of indigenous peoples; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the House of Representatives concurring, that the President of the United States, United States Department of State, United States Department of the Interior, United States Mission to the United Nations, and Hawaii's congressional delegation are urged to support the recommendations of the declaration from the Global Indigenous Preparatory Conference for The United Nations High Level Plenary Meeting of the General Assembly; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, President of the United States, United States Secretary of the State, United States Secretary of the Interior, United States Mission to the United Nations, Hawaii's congressional delegation, and


Chairperson of the Board of Trustees of the Office of Hawaiian Affairs.
