SENATE CONCURRENT

RESOLUTION

 

 

ENCOURAGING THE DEPARTMENT OF TRANSPORTATION AND THE DEPARTMENT OF TRANSPORTATION SERVICES OF THE CITY AND COUNTY OF HONOLULU TO EXPAND THE RED-LIGHT SAFETY PROGRAM.

 

 


     WHEREAS, red-light running is a significant cause of crashes, deaths, and injuries at signalized intersections; and

 

     WHEREAS, between 2015 and 2020, there have been 1,879 crashes as a result of red-light and other traffic signal violations; and

 

     WHEREAS, the State is one of twenty-six states that does not use automated traffic enforcement on its public roads; and

 

     WHEREAS, federal data suggests that automated traffic enforcement can reduce the costs of enforcement, lessen the danger of enforcement for police officers, and increase the awareness of drivers that there are consequences to violating traffic laws; and

 

     WHEREAS, Act 131, Session Laws of Hawaii 2019, established a Red Light Running Committee comprised of representatives from the Judiciary, Public Defender's Office, State Highway Safety Council, county police departments, prosecutors' offices, state and county transportation agencies, and community traffic safety advocates; and

 

     WHEREAS, Act 30, Session Laws of Hawaii 2020, utilized the Red Light Running Committee's recommendations and authorized a two-year pilot program to determine if automated enforcement of red-light traffic signal violations could reduce crashes and injuries; and

 

     WHEREAS, presently, five intersections in urban Honolulu are live for citations utilizing automated enforcement; and

 

     WHEREAS, five additional sites in urban Honolulu were selected for automated enforcement; and

 

     WHEREAS, as of February 2023, there have been nine hundred forty-six citations at the five intersections in urban Honolulu issuing citations; and

 

     WHEREAS, expansion of the Red-Light Safety Program may also reduce crashes and injuries across the State; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the House of Representatives concurring, that the Department of Transportation and the Department of Transportation Services of the City and County of Honolulu are encouraged to expand the Red-Light Safety Program; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation and the Department of Transportation Services of the City and County of Honolulu consider the following intersections for the expansion of the Red-Light Safety Program:

 

     (1)  Kaahumanu Street and Moanalua Road; and

 

     (2)  Kaonohi Street and Moanalua Road; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation and Director of Transportation Services of the City and County of Honolulu.
