SENATE RESOLUTION

 

 

Urging the University of Hawaii to partner with the hawaii strategic development corporation and the high technology development corporation to commercialize intellectual property created by basic and applied research conducted at the university of hawaii.

 

 


     WHEREAS, the goals of the University of Hawaii are to achieve educational effectiveness and student success; provide a learning, research, and service network; be a model local, regional, and global university; maximize investment in faculty, staff, students, and their environment; and provide resources and stewardship; and

 

     WHEREAS, the University of Hawaii has recently been pursuing the commercialization of intellectual property created by basic and applied research conducted at the University of Hawaii by proposing new corporations and exemptions; and

 

     WHEREAS, although one of the core functions of the University of Hawaii is conducting basic and applied research, commercialization of intellectual property diverts the institution from its educational focus on preparing and educating students; and

 

     WHEREAS, rather than creating new corporations or seeking exemptions, departments and agencies should partner with existing corporations whose mission it is to promote entrepreneurial development, research commercialization, and access to startup investment capital; and

 

     WHEREAS, the Hawaii Strategic Development Corporation was established to promote economic development and economic diversification through a return drive investment program in partnership with private capital through the HI Growth Initiative; and

 

     WHEREAS, the HI Growth Initiative is a state equity investment program designed to catalyze the development of an innovation ecosystem that supports entrepreneurial high growth businesses and creates high wage jobs for Hawaii residents; and

 

     WHEREAS, the High Technology Development Corporation is a state agency established to facilitate the development and growth of Hawaii's commercial high technology industry; and

 

     WHEREAS, the High Technology Development Corporation also has programs to commercialize intellectual property; and

 

     WHEREAS, in the past, the University of Hawaii Foundation and the Hawaii Strategic Development Corporation have partnered to create the UPSIDE FUND II to invest in startups commercializing the University of Hawaii's technology; and

 

     WHEREAS, a similar partnership should be made between the University of Hawaii, Hawaii Strategic Development Corporation, and High Technology Development Corporation; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, that the University of Hawaii is urged to partner with the Hawaii Strategic Development Corporation and the High Technology Development Corporation to commercialize intellectual property created by basic and applied research conducted at the University of Hawaii; and

 

     BE IT FURTHER RESOLVED that the University of Hawaii is urged to focus on preparing Hawaii's local graduates to be skilled and workforce ready rather than commercializing intellectual property; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the University of Hawaii Board of Regents, President of the University of Hawaii System, President of the Hawaii Strategic Development Corporation, Chairperson of the Hawaii Strategic Development Corporation Board of Directors, Executive Director and Chief


Executive Officer of the High Technology Development Corporation, and Chairperson of the High Technology Development Corporation Board of Directors.
