STATE OF HAWAII

SENATE RESOLUTION

 

 

REQUESTING THAT THE PROVISION OF GOODS TO STATE AGENCIES FROM THE CORRECTIONAL INDUSTRIES PROGRAM be LIMITED TO THOSE GOODS PRODUCED OR SUBSTANTIALLY ALTERED BY THE PROGRAM.

 

 

     WHEREAS, the Administrator of the Correctional Industries Program of the Department of Public Safety is required to establish programs that provide essential products and services for each of the State's correctional facilities, for other state agencies, and for the counties, as may be required; and

 

     WHEREAS, the Director of Public Safety or the Director's designee may consult with the Administrator of the State Procurement Office to identify goods or services that the Correctional Industries Program may produce or provide to any state agency; and

 

     WHEREAS, the Administrator of the State Procurement Office is required to provide a list of goods and services available from the Correctional Industries Program, and any state agency may purchase these goods and services from the correctional industries program; and

 

     WHEREAS, all goods provided by the Correctional Industries Program should be produced by the Correctional Industries Program, or goods substantially altered by the program; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the Department of Public Safety and State Procurement Office are requested to agree that the provision of goods to state agencies from the Correctional Industries Program be limited to those goods that are:

 

     (1)  Produced or manufactured by the program; or

 

     (2)  Pre-existing goods that are substantially altered or customized by the program for the purpose of facilitating use of the goods by a state agency; and

     BE IT FURTHER RESOLVED that the Department of Public Safety and its Director are requested to continue to follow the limitations requested by this measure when the Department of Public Safety is renamed the Department of Corrections and Rehabilitation pursuant to Act 278, Session Laws of Hawaii 2022; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Public Safety, Administrator of the Correctional Industries Program of the Department of Public Safety, and Administrator of the State Procurement Office.
