TWENTY-SEVENTH LEGISLATURE, 2013
STATE OF HAWAII

SENATE RESOLUTION

 

 

commending the jump start task force on the creation of the jump start program, encouraging expansion of the program to schools on the islands of maui and hawaii, and requesting the department of education and the University of hawaii community colleges to continue their support of the program.

 

 

     WHEREAS, during the 2010 Regular Session, the Legislature adopted Senate Concurrent Resolution No. 103, S.D. 1, which requested the Department of Education and Honolulu Community College to convene a task force to discuss and report on the feasibility of creating a Department of Education Vocational/Technical Education Learning Center at Honolulu Community College; and

 

     WHEREAS, the task force convened in 2010 and consisted of the Deputy Superintendent of Education, principals from Farrington, Kaimuki, McKinley, and Roosevelt High Schools, and representatives from Honolulu Community College, including the Chancellor and members of the chancellor's administrative staff; and

 

     WHEREAS, the task force created Jump Start, a career and technical education dual credit program for Hawaii high school seniors at Honolulu Community College and Kapiolani Community College to help meet the need for career and technical education classes in high school; and

 

     WHEREAS, the Jump Start Task Force created a pilot program for the four Honolulu district high schools and developed a memorandum of understanding and memorandum of agreement between the Department of Education, Honolulu Community College, and Kapiolani Community College; and

 

     WHEREAS, thirteen students from Farrington, Kaimuki, McKinley, and Roosevelt High Schools participated in the first year of the Jump Start program, earning their high school diplomas and college credit concurrently; and

 

     WHEREAS, presently, there are ten students from Farrington, Kaimuki, McKinley, and Roosevelt High Schools participating in the second year of the Jump Start program; and

 

     WHEREAS, the three public high schools on Kauai and Kauai Community College, as well as the six public high schools in the Leeward district of Oahu and Leeward Community College, have requested and received training to participate in the Jump Start program beginning with the 2013-2014 school year; and

 

     WHEREAS, the University of Hawaii Vice President for Community Colleges has supported the Jump Start program by creating an informative website for interested parents and students; and

 

     WHEREAS, Hawai‘i P-20 Partnerships for Education provided resources for book vouchers and summer college preparation courses for Jump Start students during the 2011-2012 and 2012-2013 school years, and has committed to do the same for Jump Start students for the 2013-2014 school year; and

 

     WHEREAS, the Office of the State Director for Career and Technical Education has provided resources for the development and printing of Jump Start program brochures and posters; and

 

     WHEREAS, Jump Start program handbooks have been developed for participating Oahu and Kauai high schools and community colleges so that they will have the information and tools to implement the program successfully; and

 

     WHEREAS, the Jump Start program is currently run by just two volunteers; and

 

     WHEREAS, schools on the islands of Maui and Hawaii have expressed interest in participating in the Jump Start program; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that this body commends the Jump Start Task Force on the creation of the Jump Start program, encourages expansion of the program to schools on the islands of Maui and Hawaii, and requests the Department of Education and the University of Hawaii Community Colleges to continue their support of the program; and

 

     BE IT FURTHER RESOLVED that this body supports the expansion of the Jump Start program to other interested high schools and community colleges as a means of providing career and technical education opportunities to high school seniors whose high schools do not provide such opportunities; and

 

     BE IT FURTHER RESOLVED that the Department of Education and University of Hawaii Community Colleges are encouraged to find an administrative home for the Jump Start program; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Chairperson of the Board of Education, Superintendent of Education, President of the University of Hawaii System, University of Hawaii Vice President for Community Colleges, Chancellor of Honolulu Community College, Chancellor of Leeward Community College, Chancellor of Windward Community College, Chancellor of Kapiolani Community College, Chancellor of Kauai Community College, Chancellor of Maui Community College, Chancellor of Hawaii Community College, Principal of Farrington High School, Principal of Kaimuki High School, Principal of McKinley High School, Principal of Roosevelt High School, Chairperson of the Jump Start Task Force, Hawai‘i P-20 Partnerships for Education, and Office of the State Director for Career and Technical Education.
