SENATE RESOLUTION

 

 

Requesting the department of human services med-quest division to submit annual medicaid enrollment reports to the legislature.

 

 


     WHEREAS, the Department of Human Services ("DHS") Med-QUEST Division administers the state Medicaid program, and its mission is to provide eligible low-income adults and children access to health and medical coverage through managed care plans; and

 

     WHEREAS, DHS receives appropriations of over one billion dollars from the state general fund every year, and spends approximately eighty per cent of those funds to administer Med-QUEST; and

 

     WHEREAS, DHS prepares an annual report which includes a broad overview of its Med-QUEST Division, and the Office of the Auditor conducts yearly audits of DHS's overall financial health; and

 

     WHEREAS, in its 2015 annual report, DHS reported 332,197 total Med-QUEST enrollees, including 94,827 enrollees having joined in the last three years alone; and

 

     WHEREAS, the Med-QUEST program is among the state's largest programs, and ongoing fiscal oversight and efforts at cost containment are integral to its continued success; and

 

     WHEREAS, several other states such as Rhode Island, Utah, Mississippi, Ohio, Nebraska and Louisiana require the departments administering their respective Medicaid programs to annually report enrollment data with significantly more demographic and geographic specificity than is currently provided by DHS; and

 

     WHEREAS, presentation of meaningful data on costs borne by the State to administer Medicaid will enable lawmakers and DHS to formulate sound, well informed policies regarding the administration of the program; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, that the Department of Human Services Med-QUEST Division is requested to prepare an annual Medicaid enrollment report; and

 

     BE IT FURTHER RESOLVED that the Department of Human Services is requested to submit its annual Medicaid enrollment report to the Legislature no later than twenty days before the convening of every regular session beginning in 2017; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor and the Director of the Department of Human Services.
