SENATE RESOLUTION

 

 

Encouraging developers to incorporate net zero water building strategies when constructing and renovating housing projects in the State.

 

 


     WHEREAS, the fresh water resources of the State are vital and finite; and

 

     WHEREAS, in recent years, some of Hawaii's waters have been severely polluted by a variety of toxic contaminants; and

 

     WHEREAS, proper stewardship of Hawaii's water resources is essential to ensure the health of the State's fresh water supply; and

 

     WHEREAS, as recommended by the United States Department of Energy, developers can help to ensure the health of the State's fresh water resources by designing and constructing net zero water housing projects; and

 

     WHEREAS, a net zero water housing project is housing designed to minimize total water consumption; maximize alternative water sources; and minimize wastewater discharge from the building and return water to an original water source, such as an aquifer; and

 

     WHEREAS, the goal of net zero water building strategies is to preserve the quantity and quality of natural water resources with minimal deterioration, depletion, and rerouting by utilizing potential alternative water sources and water efficiency measures to minimize the use of supplied freshwater; and

 

     WHEREAS, net zero water strategies include employing innovative technologies that consume less water; producing alternative water sources; treating wastewater on-site; reusing treated wastewater on-site; injecting treated wastewater into the original water supply; and implementing green infrastructure that infiltrates stormwater to the original water supply; and

 

     WHEREAS, the construction of net zero water housing in the State would reduce the impact on aquifers and water reclamation infrastructure in the State, as well as reduce pollution run-off and conserve more water resources; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that developers are encouraged to incorporate net zero water building strategies when constructing and renovating housing projects in the State; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Executive Director of the Hawaii Housing Finance and Development Corporation, and Executive Director of the Hawaii Public Housing Authority.
