ALCOHOLIC BEVERAGE CONTROL ==== COMPREHENSIVE 1 2 STUDY. 1 3 1. The alcoholic beverages division of the department of 1 4 commerce, in collaboration with the office of the attorney 1 5 general and interested stakeholders, shall conduct a 1 6 comprehensive study concerning alcoholic beverage control, 1 7 to include consideration of the manner of properly balancing 1 8 appropriate regulation of the manufacturing, distribution, and 1 9 sale of alcoholic liquor, wine, and beer in this state with 1 10 emerging trends in the industry. 1 11 2. In conducting the study, the division shall consider, 1 12 among any other relevant issues the division identifies 1 13 for study, issues relating to the three=tiered system as it 1 14 impacts the ability of manufacturers and retailers to meet 1 15 changing marketplace conditions and business opportunities, the 1 16 marketing of beer, wine, and alcoholic liquor manufactured in 1 17 this state, and the manner of licensing and regulating liquor 1 18 licensees and wine and beer permittees in this state. 1 19 3. The division shall submit an interim report on the 1 20 study, including any findings and recommendations, to the 1 21 general assembly by December 31, 2016. The division shall 1 22 submit a final report on the results of the study, including 1 23 any findings and recommendations, to the general assembly by 1 24 January 31, 2017. 1 25 EXPLANATION 1 26 The inclusion of this explanation does not constitute agreement with 1 27 the explanation's substance by the members of the general assembly. 1 28 This bill requires the alcoholic beverages division of the 1 29 department of commerce, in collaboration with the attorney 1 30 general and interested stakeholders, to conduct a comprehensive 1 31 study concerning alcoholic beverage control, and to submit to 1 32 the general assembly an interim report on the study by December 1 33 31, 2016, and a final report by January 31, 2017.
