1.
Section
256C.3,
subsection
3,
paragraph
h,
Code

2014,
is
amended
to
read
as
follows:

h.
Provision
for
ensuring
that
children
receiving
care
from

other
child
care
arrangements
can
participate
in
the
preschool
4
program
with
minimal
disruption
due
to
transportation
and
5
movement
from
one
site
to
another.
The
children
participating
6
in
the
preschool
program
may
be
transported
by
the
school
7
district
to
activities
associated
with
the
program
along
with
8
other
children.

Section
256C.4,
subsection
1,
paragraphs
g
and
h,
10
Code
2014,
are
amended
to
read
as
follows:

For
the
fiscal
year
beginning
July
1,
2011
2013
,
and

each
succeeding
fiscal
year,
of
the
amount
of
preschool

foundation
aid
received
by
a
school
district
for
a
fiscal
year

in
accordance
with
section
257.16
,
not
more
than
five
ten

percent
may
be
used
by
the
school
district
for
administering

the
district’s
approved
local
program.
Outreach
activities

and
rent
for
facilities
not
owned
by
the
school
district
are

permissive
uses
of
the
administrative
funds.

fiscal
year,
of
the
amount
of
preschool

foundation
aid
received
by
a
school
district
for
a
fiscal

pupil
amount
shall
be
passed
through

to
a
community-based
provider
for
each
pupil

more
than
five
ten
percent
of
the
amount
of
preschool

aid
passed
through
to
a

used

the

provider

administrative

costs
of

and

for

not

the
school
district
are
permissive

The
costs
of

involving

the

EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
1
immediate
importance,
takes
effect
upon
enactment.

Sec.
4.
RETROACTIVE
APPLICABILITY.
This
Act
applies
3
retroactively
to
July
1,
2013.

EXPLANATION
5
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
6
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
amount
of
administrative
costs
8
allowed
under
the
statewide
preschool
program
for
four-year-old
9
children.
10
Under
current
law,
for
both
a
school
district
and
a
community
11
provider
under
the
program,
the
administrative
costs
allowed
12
to
be
paid
from
state
preschool
foundation
aid
is
limited
to
5
13
percent.
The
bill
increases
the
limit
to
10
percent.
14
In
addition,
certain
cost
elements
are
addressed
by
the
15
bill.
Authorization
is
provided
for
children
participating
16
in
the
preschool
program
to
be
transported
to
activities
17
associated
with
the
program
along
with
other
children
and
the
18
costs
may
be
prorated.
The
costs
of
outreach
activities
and
19
rent
for
facilities
not
owned
by
the
school
district
are
to
be
20
considered
as
permissive
administrative
costs.
21
The
bill
takes
effect
upon
enactment
and
the
provisions
of
22
the
bill
apply
retroactively
to
July
1,
2013.
