disabling
the
vehicle

person
shall
not
operate
a
motor
vehicle
unless
the
vehicle

equipped
with
a
functional
radio
capable
of
receiving

commercial
radio
station
transmissions
utilizing

modulation
technology
between
the
frequencies
of
five
hundred

forty
kilohertz
and
one
thousand
seven
hundred
kilohertz.

Signs
required.

The
department
shall
post
permanent
signs,
meeting
the

specified
requirements
in
the
department
manual
on
uniform

traffic-control
devices,
giving
notice
of
the
motor
vehicle

equipment
prohibited
under
section
321.447
and
required
under
16
section
321.448
at
the
location
where
any
highway
enters
the
17
boundaries
of
this
state.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
prohibits
a
person
from
operating
a
motor
vehicle
22
in
Iowa
if
the
vehicle
is
equipped
with
a
system
or
technology
23
capable
of
remotely
disabling
the
vehicle
while
the
vehicle
is
24
being
operated.

The
bill
requires
every
motor
vehicle
operated
in
Iowa
to
be
26
equipped
with
a
functional
radio
capable
of
receiving
certain
27
commercial
radio
station
transmissions
(AM
radio).

By
operation
of
law,
a
person
who
operates
a
motor
vehicle
29
equipped
with
a
vehicle-disabling
system
or
technology
and
30
a
person
who
operates
a
motor
vehicle
without
a
functional
31
AM
radio
equipped
commits
a
simple
misdemeanor.
A
simple
32
misdemeanor
is
punishable
by
confinement
for
no
more
than
30
33
days
and
a
fine
of
at
least
$105
but
not
more
than
$855.

department
of
transportation
is
required
to
