the
moneys
appropriated
in
this
subparagraph,
the

economic
development
authority
may
use
not
more
than
$1,000,000

for
purposes
of
providing
infrastructure
grants
to
main
street

communities
under
the
main
street
Iowa
program
and
may
allocate
10
not
more
than
$300,000
for
the
purposes
of
supporting
statewide
11
worker
education
and
quality
preapprenticeship
programs.

(b)
Notwithstanding
section
15.335B,
subsection
2,
from
the
13
moneys
appropriated
in
this
subparagraph,
$300,000
is
allocated
14
to
the
economic
development
authority
for
certification
15
costs
associated
with
the
authority’s
certified
site
program.

Moneys
allocated
in
this
subparagraph
division
must
be
used
to
17
certify
sites
in
counties
with
a
population
of
less
than
50,000
18
according
to
the
2020
federal
decennial
census
and
to
certify
19
at
least
two
sites
in
each
congressional
district.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
21
importance,
takes
effect
upon
enactment.

EXPLANATION
23
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
24
the
explanation’s
substance
by
the
members
of
the
general
assembly.
25
In
2023,
the
general
assembly
appropriated
$11.7
million
to
26
the
economic
development
authority
(IEDA)
from
the
Iowa
skilled
27
worker
and
job
creation
fund
for
FY
2023-2024
for
purposes
28
of
providing
assistance
for
the
high
quality
jobs
program.
29
Pursuant
to
the
appropriation,
those
moneys
are
also
authorized
30
for
use
in
FY
2024-2025.
31
This
bill
allocates
a
portion
of
that
appropriation
for
32
use
by
IEDA
for
certification
costs
associated
with
IEDA’s
33
certified
site
program.
Moneys
so
allocated
must
be
used
to
34
certify
sites
in
counties
with
a
population
of
less
than
50,000
